More Ground Wires Please

I just found a first for my career. A specification for a school project in Kansas requires individual grounds in multi circuit homeruns. First it was no shared neutrals, and now it is no shared grounds. For this project, a 3 circuit homerun get 3 hots, 3 neutrals and 3 grounds.

Is this an upcoming code change?
